One Percent for Art: Let's Look Back

On the 23rd of April 2014 Estonian Ministry of Culture organized a mini-conference / briefing event on the recently launched One Percent for Art public art procurement act. I was asked to give the opening "speech" with a look back on the history of public art in Estonia and an overview of the most recent 'one percent artworks'.
